Why would the Dolphins do this?
The Dolphins are looking at a multi-year rebuild and need to break things down before they can build it back up. Trading back into the second round, the Dolphins can get picks over the next few drafts and do their rebuild right much like the Browns did when they traded back the numerous times when Sashi Brown was in charge.
Why would the Browns do this?
Due to the price, it will cost to get to #13, for the Browns to do this it means that a player that they feel is a top talent will need to be falling. Some teams are going to trade up into the top-10 to draft a quarterback. When that happens, top talent starts to fall and this is where Browns GM John Dorsey will pounce to get the player he wants.
